Sniper’s stat priority is ATK%, Crit rate, and Speed, mostly. Once you do use her as fodder, she’ll be an easy, ready-made 5-star chicken! She will eventually end up being fodder for another champion, but that means you can certainly 4-star her, maybe even 5-star if you need her skills a bit longer.
